HC MUD 391

Cypress Lakes Development Update

• Reporting Period: September–October 2026
• Developer: MAK Development Group
• Contact: Michael Kim
• Purpose: Board Update and Records

Detention Facilities and Drainage Improvements

Michael Kim of MAK Development Group provided an update regarding the status of detention facility construction and associated drainage improvements.

  • Weather Delays: Intermittent rainfall has delayed completion of the detention facilities.

  • Drainage Infrastructure: Installation of pipes to interconnect the detention system remains ongoing.

  • Remaining Pond Work: A small area at the northernmost portion of the development is being pumped down to allow completion of the pond bottom.

  • Anticipated Completion: MAK Development hopes to complete the remaining pond-bottom work by the end of the week following Mr. Kim’s response.

Completion of the remaining work remains dependent on weather and site conditions.

Construction Fence Removal

MAK Development has advised that the construction fence will remain in place through the remainder of 2026, with its status scheduled for reevaluation in January 2027.

The developer provided the following rationale for maintaining the fence:

  • Construction Activities: The enclosed area will continue to be used for utility construction and grading activities.

  • Security: The fence has helped deter theft and vandalism.

  • Reevaluation: MAK Development plans to reassess the need for the fence at the beginning of 2027. Removal at that time has not been confirmed.

Residents should therefore not expect the construction fence to be removed before January 2027, and its eventual removal remains subject to reevaluation by the developer.

Vegetation and Grounds Maintenance

Mr. Kim stated that MAK Development will continue to monitor vegetation growth and maintain the area on a regular basis while the construction fence remains in place.

The developer previously dispatched a landscape crew to mow the area between residential property fences and the construction fence. Appreciation is extended to MAK Development for addressing this maintenance concern.

Summary and Items for Continued Monitoring

  1. Detention Facilities: Confirm completion of the remaining pond-bottom work and associated detention system interconnections.

  2. Drainage Improvements: Continue monitoring the progress of drainage infrastructure installation and completion.

  3. Construction Fence: Request an update following MAK Development’s planned January 2027 reevaluation, including a definitive removal schedule if the fence is no longer required.

  4. Grounds Maintenance: Continue monitoring vegetation growth and maintenance of the area adjacent to residential properties.

Source of Information

This update is based on written communication from Michael Kim of MAK Development Group responding to a request for development progress information.

Prepared for: Harris County Municipal Utility District No. 391 Board of Directors

Prepared by: Chris McWilliams Date: October 23, 2026

Recordkeeping note: The anticipated end-of-week completion date for the remaining pond-bottom work was reported by Mr. Kim as a target, not a confirmed completion. The January 2027 fence reevaluation likewise does not constitute a commitment to remove the fence at that time.
